    R 336 .1122 of th e Michigan Administrat ive Code is am ended as follows :

     

    P ART 1.  GENER AL P ROVISIONS

     

    R 336 .1122   De finitio ns ; V.

    Rule 122 .  As used in th ese ru les:

    (a ) "Vacuum -me talizi ng coatings " mean s topcoat s an d base coat s that ar e used in th e vacuum -meta lizing pr ocess .

    (b)      "Vacuum -producing  system "  mean s  an y  device  that  creat es  a  press ur e  below atm ospheric,  such  as  a  pum p  or  steam  ejector  with  con denser,  including  hot  wells  an d a ccumu lat ors.

    (c)  "Vapo r co llec tio n system ," as it perta ins to R 336 .1627 , mean s all piping, seals, hoses, conn ections, press ur e-vacuum vent s, an d an y oth er equipment between an d including th e delivery vesse l an d a stat ionar y vesse l, vapor pr ocessi ng un it , or vapor holder.

    (d)  "Ve ry large prec ipitator " mean s an electr ostat ic precipitat or that ha s a specific plat e colle ct ion ar ea of 600 squar e feet or more per 1,000 actua l cubic feet per minut e gas flow.

    (e)   "Visibl e em issio n " mean s an y emissions that ar e visua lly detecta ble with out th e aid of instrum ent s.

    (f)     "Volati le  organic  compound  "  mean s  an y  com poun d  of  car bon  or   mixtur  of com poun ds of car bon that p art icip at es in p h ot och e m ica l r e a ct ion s, excluding th e following mat erials, a ll of w h ich d o n ot contr ib ut e a pp r e cia bly t o th e format ion of ozon e:

    (i)     Car bon monoxide.

    (ii)     Car bon dioxide.

    (iii)      Car bonic acid.

    (iv)      Meta llic car bides or car bonat es. (v) Boron car bide .

    (vi)     Silicon car bide .

     

     

    (vii)      mm onium car bonat e. (viii)  Amm onium bicar bonat e.

    (ix)  Methan e. (x)  Ethan e.

    (xi)    The meth yl chlor oform port ion of comm ercial gra des of meth yl chlor oform , if all of th e followin g provisions ar e com plied with :

    (A)   The comm ercial gra de of meth yl chlor oform is used only in a sur face coat ing or coat ing line that  is subject to th e requirement s of part 6 or 7 of th ese ru les.

    (B)    The comm ercial gra de  of meth yl chlor oform  conta ins  no sta bilize rs oth er  than  th ose listed in ta ble 11.

    (C)   Complian ce with th e applicable limits specified in part  6 or 7 of th ese ru les is oth erwise not techn ically or economically reasona ble.

    (D)   All measur es to reduce th e level s of all organ ic solvent s, including th e comm ercial gra de of meth yl chlor oform , from th e sur face coat ing or coat ing line to th e lowes t reasona ble level will be implement ed.

    (E)   The emissions of th e comm ercial gra de of meth yl chlor oform do not result in a ma ximum am bient air con centrat ion exceedi ng an y of th e a llowable am bient air con centrat ions listed in ta ble 11 .

    (F)     The  use  of th e  comm ercial  gra de  of meth yl  chlor oform  is  specifically  ident ified  an d allowed by a perm it to insta ll, perm it to operat e, or order of th e dep artm ent .

    (G)    Table 11 reads as follows :

    (C)        Cyclic,     bran ched,  or    linear ,    com pletely   fluorinat ed    tert iar y    am ines   with      no un saturat ions.

    (D)     Sulfur -conta ining perfluor ocar bons with no un saturat ions an d with  sulfur  bonds only to car bon an d fluorine.

    The meth ods des cribed in R 336 .2004 an d R 336 .2040 sha ll be used for measur ing volat ile organ ic com poun ds for pur poses of determ ining com plian ce with emission limits, un le ss th e m e th ods  d o n ot  r es u lt  in  a ccurat e  or  r elia ble  r es u lt s  I n  th is  ca se , oth e r  m e th ods  an d p r oced ur es a ccep ta ble t o th e dep artm e nt ma y be u sed.
