    (2)       If a judge ha s good reason to believe that  an  exhibitor, by false  entr y or  oth erwise , att em p t s IS ATTEMPTING to deceive th e judge or th e public to obta in a premium by misreprese ntat ion, h e THEN THE J UDGE sha ll report th e facts imm ediat ely to  th e superint endent .
