    PARKS AND RECREATION DIVISION SHOOTING RANGES ON STATE-OWNED LANDS

    These rules become effective immediately upon filing with the Secretary of State unless adopted under sections 33, 44, or 45a(6) of 1969 PA 306.  Rules adopted under these sections become effective 7 days after filing with the Secretary of State.

     

    (By authority conferred on the natural resources commission director of the department of natural resources by sections 2 and 3a 504 of Act No. 17 of the Public Acts of 1921, as amended1994 PA 451, and sections 9 and 252 of Act No. 380 of the Public Acts of 1965, as amended, being SS299.2, 299.3a, 16.109, and 16.352 of the Michigan Compiled Laws MCL 324.504 and Executive Reorganization Order No. 1991-22, MCL 299.13)

    R 299.671, R 299.672, R 299.673, R 299.673a, R 299.674, and R 299.678 of the Michigan

    Administrative Code are amended, and R 299.675, R 299.676, and R 299.677 of the Code are rescinded as follows:

     

    R 299.671 Definitions.

    Rule 1. As used in these rules:

    (a)   "Approved targets" means paper targets for use on the multi-use ranges and archery ranges and clay targets for use on trap/skeet and hand trap ranges or targets approved by the range officer.

    (b)   “Archery range” means a shooting range designated by an order of the director and posted for use of bows and crossbows.

    (c)   “Controlled substance” means any substance as defined by section 7104 of the public health code, 1978 PA 368, MCL 333.7104.

    (d)  “Department” means the department of natural resources.

    (be) "Designated shooting ranges" means shooting ranges designated by an order of the director and posted for such use.

    (cf) "Director" means the director of the department of natural resources.

    (dg) "Litter" means any rubbish, refuse, waste material, garbage, offal, paper, glass, cans, bottles, trash,

    or debris, or other foreign substances of every kind and description.

    (h) “Pistol range” means a shooting range designated by an order of the director and posted for use of pistols and revolvers.

    (ei) "Range officer" means a person placed in charge of a designated shooting range by the director or the director's authorized representative.

     

     

    (j) “Rifle range” means a shooting range designated by an order of the director and posted for use of rifles and muzzle-loading or black powder firearm.
