Rule 1861 . (1) An operat or, when start ing on dut y SHALL COMPLY WITH BOTH OF THE FOLLOWI NG PROVISIONS :
(a) Sha ll not close th e ma in switch or emergency conta ctor unt il checking to see if an yone is on th e cran e an d if a warn ing sign is on th e cran e, h ook , or ma in switch.
(b) Sha ll test all contr ols, limit switches, an d brak es. When a load approaches th e rat ed load, th e operat or sha ll test th e hoisting brak es by ra ising th e load a few inches an d applying th e brak es.
(2) A hoisting limit switch on a cran e or hoisting mean s sha ll not be used as an operat ing contr ol un less th e cran e is also equipped with a backup limit switch.
(3) A load sha ll not be lowered below a point where less than 2 full wra ps of wire rope rema in on th e hoisting drum .
(4) IF

THE ACTUATING MECHANIS M OF THE LIMIT SWITCH SHALL BE LOCATED SO THAT IT WILL TRI P THE SWITCH, UN DER ALL CONDITIO NS , IN TIM E TO PREVEN T CONTACT OF THE HOOK OR HOOK BLOCK WITH ANY PART OF THE TROLL EY.
(3) LOCKI NG, LIMITI NG, AND INDIC ATING DEVICES, IF PROVIDED.
(4) WHEN A CRANE IS GIVEN A LOAD TEST, THE TEST LOAD SHALL BE NOT MORE THAN 125 % OF THE RATED LOAD. THE TEST REP ORTS SHALL BE MAINT AIN ED ON A F ILE WITH IN THE PREMIS E S WHE RE THE CRANE IS LOCATED.

RULE 1874 . BEF ORE INITI AL USE , ALL NE W, EXTEN SIVELY REP AIRED, AND ALTERED CRANES SHALL BE TESTED AND INS PE CTED BY OR UN DER THE DIR ECTIO N OF A DESIGN ATED OR AUTHORI ZED PE RSO N AND A WRITTEN REP ORT WHICH CONFI RMS THE LOAD RATING OF THE CRANE SHALL BE FU RNISHE D BY THE PE RSO N. THE LOAD RATING SHALL NOT BE MORE THEN 80% OF THE MAXIMUM LOAD SUST AIN ED DURING THE TEST. TEST LOADS SHALL NOT BE MORE THAN 125 % OF THE RATED LOAD, UN LESS OTHE RWIS E RECOMM EN DED BY THE MANUF ACTURER. THE MANUF ACTURER’S RECOMM EN DATIO NS AND FOR THE APP LIC ATIO N AS REVIEWED BY A QUALIFIED PE RSO N.
(2) An un safe condition on a cran e determ ined by an inspe ct ion sha ll be corr ected by a des ignat ed tra ined employee or A QUALIFIED
an out s idecran e service com pan y befor e th e cran e is put int o operat ion. DESIGN ATED REP AIR PE RSO NNE L SHALL HAVE A THOROUGH BACKGRO UN D IN EITHE R MECHANI CAL OR ELECTRIC AL OPE RATING SYSTEMS, OR BOTH, AND SHALL ALSO HAVE A PE RMIT TO OPE RATE THE TYPE OF CRANE THAT IS BEING SERVICED.(3) Befor e adjustm ent s or repairs ar e comm enced on a cran e, ALL OF th e followin g precaut ions sha ll be tak en:
(a) A cran e to be repaired sha ll be moved to a locat ion where it will cau se th e least int erference with oth er moving equipment on th e tra ck or ra ils an d operat ions in th e ar ea.
(b) Contr ollers sha ll be placed in th e “off” position.
(c) The ma in switch sha ll be placed in th e “off” or “ope n” position an d locked OUT, except where power is necess ar y to adjust or service th e cran e.
(d) A warn ing SIGN or “out of order” sign sha ll be placed at th e operat or contr ol stat ion.
(e) Illum inat ion of not less than 15 foot can dles int ensity sha ll be provided while ma int enan ce is per form ed on a cran e.
(4) IF
Wh e r ean y oth er cran e uses th e sam e run way, THEN a protective device sha ll be used to prevent int erference with th e idle cran e un dergoing repairs. IFWh e r eth e protective device is impra ct icable, THEN a signa l PE RSO Nmansha ll be placed at a visua l vanta ge point to warn th e operat or of th e active cran e when it reaches th e limit of safe distan ce from th e idle cran e.(5) A cran e that ha s been adjusted or repaired sha ll not be return ed to norma l operat ion unt il all guar ds ha ve been replaced, locks removed by th ose who insta lled th em, or th eir supervisor, safety devices reactivat ed, an d th e ma int enan ce equipment removed.
(6) Manua l lubricat ion on a cran e sha ll comply with subru le (3)(c) OF THIS RULE.
(7) An a ccumu lat ion of dirt on a cran e that would creat e a ha zar dous con dition sha ll be removed.
