MCL 24.242 (3) stat es in part :
“… the agency shall subm it a copy of the noti ce of public hearing to the offi ce of regulat ory reform for publication in the Michigan register. An agency's notice shall be published in the Michigan register before the public hearing and the agency shall fil e a copy of the noti ce of public hearing with the offi ce of regulat ory reform .”
MCL 24.208 stat es in part :
“S ec. 8. (1) Th e offi ce of regulat ory reform shall publish the Michigan register at least on ce each m onth. Th e Michigan register shall con tain all of the following:
* * *
(d) Proposed adm inistrativ e rules.
(e) Notices of public hearings on proposed adm inistrativ e rules.”
