The Department of Labor and Economic Growth will hold a public hearing on Monday, March 21, 2005 at the Capital Area Michigan Works! Lansing Service Center, 2110 S. Cedar, Lansing, Michigan at 10:00 a.m. and Tuesday, March 22, 2005 at the Department of Labor and Economic Growth Rehabilitation Services, 1641 Porter Street, Detroit, Michigan at 10:00 a.m.

 

The proposed rules, 395.3, 395.4, 395.31, 395.32 and 395.33, are to establish a needs test for Michigan Rehabilitation Services (MRS) clients engaging in post-secondary education and training related to their vocational rehabilitation program. The proposed rules require that individuals approved by MRS for post-secondary training apply annually for post-secondary student aid available under the federal Higher Education Act, as amended, and that a needs test for post-secondary student aid be applied to all clients in accordance with the congressional methodology established under the Higher Education Act for the cost of training attendance, using the Free Application for Federal Student Aid (FAFSA). The rule also proposes to establish general, but not absolute, maximums on fees for MRS financial support for post- secondary training. The FY 2006 MRS Draft State Plan Update addresses the means test referenced in the proposed rule sets and other updates.

 

These rules are promulgated by authority conferred on the Department of Labor and Economic Growth by 1921 PA 211 and 1969 PA 306, MCL 395.51 and 24.241. These rules will take effect immediately upon filing with the Secretary of State.
