    NOTICE OF PUBLIC HEARING

BOARD OF VETERINARY MEDICINE- GENERAL RULES BOARD OF VETERINARY MEDICINE VETERINARY TECHNICIAN

LICENSURE RULES THURSDAY, MARCH 25, 2010

    9:30 A.M

    RULE SETS # 2008 - 043 CH and # 2008 044 CH

The Department of Community Health will hold a public hearing on Thursday, March 25, 2010 at 9:30

a.m. at the Department of Community Health, Ottawa Building, 611  West  Ottawa,  Conference Room One, Upper Level, Lansing, Michigan.

The public hearing is being held to receive comments from interested persons on amendments to the Michigan Board of Veterinary Medicine Administrative Rules. The General Rules are being amended to require an individual who applies for licensure as a veterinarian to have graduated from a Board- approved veterinary school, instead of a Board-approved veterinary school that was located in the United States or Canada, as currently required. The amendments will also do the following: update reference to the required veterinary licensing examination; revise requirements for obtaining a license by endorsement to reduce the number of years an applicant is required to have practiced veterinary medicine; revise the current rule on relicensure to establish requirements that will be based on the number of years a license has been lapsed; require veterinarians to maintain a medical record for each patient; specify requirements for establishing a veterinarian-client-patient relationship (vcpr); and require a vcpr for dispensing or prescribing a prescription product.

The Veterinary Technician Licensure Rules are being amended to update the reference to the veterinary technician national examination; revise current requirements for obtaining a license by endorsement; update the reference to the standards for accrediting veterinary technician training programs; and revise the current rule on relicensure to establish requirements that will be based on the number of years a license has been lapsed.

These rules are being promulgated under the authority of sections 16145 and 18801 of 1978 PA 368, MCL 333.16145 and MCL 333.18801, and Executive Reorganization Order Nos. 1996-1, 1996-2 and 2003-1, MCL 330.3101, 445.2001, and 445.2011. The rules will take effect immediately upon filing with the Secretary of State, unless specified otherwise in the rules.
