WATER RESOURCES PROTECTION
The Michigan Department of Environmental Quality (DEQ), Water Division, will conduct a public hearing on proposed administrative rules promulgated pursuant to Part 31, Water Resources Protection, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended (Act 451); R 323.2102, R 323.2103, R 323.2104, R 323.2108, R 323.2109, R 323.2189, and R 323.2196. These rules
are being revised in order to incorporate the April 14, 2003, federal regulations for concentrated animal feeding operations (CAFOs) that revise and clarify the minimum requirements for CAFOs to ensure environmental compliance through proper management of agricultural waste to protect the state's water quality and public health.
The public hearing will be held on Monday, June 7, 2004, at 1:30 p.m., in the ConCon A and B Conference Room, Atrium Level, Constitution Hall, 525 West Allegan, Lansing, Michigan 48933.

All interested persons are invited to attend and present their views. It is requested that all statements be submitted in writing for the hearing record. Anyone unable to attend may submit comments in writing to the address above. Written comments must be received by June 18, 2004.

This notice of public hearing is given in accordance with Sections 41 and 42 of Michigan’s Administrative Procedures Act, 1969 PA 306, as amended, being Sections 24.241 and 24.242 of the Michigan Compiled Laws. Administration of the rules is by authority conferred on the Director of the DEQ by Part 31 of Act 451, and Executive Order 1995-18. These rules will become effective seven days after filing with the Secretary of State.
