  • (1) After December 31, 1980, it is unlawful for a person to operate any existing organic compound-water separator at a refinery unless all separator compartments and all forebays are equipped with a solid cover with all openings sealed and totally enclosing the liquid contents or unless an equivalent method is approved by the department.

    (2) All openings in covers, separators, and forebays of any organic compound-water separator subject to the provisions of subrule (1) of this rule shall be equipped with lids or seals so that the lids or seals are in the closed position at all times, except when in actual use.
