The bureau may require a bond as specified by the commissioner from any retailer in an amount the bureau determines will prevent any monetary loss to the state because of a retailer's activities in the sale of tickets.The bond is a condition of becoming or continuing as a retailer. The bureau may require a financial statement revealing the financial condition of any person or organization seeking to become or continue as a retailer.
