(1) For purposes of determining the minimum 60 days and maximum 220 days from filing of an active docket to the holding of the public hearing, the days shall be counted from the date of the filing.

(2) The 60- and 220-day public hearing requirement shall not apply to inactive dockets until such time that they may become active dockets.
