Priorities for allocation of monies in the housing development fund available for development fund loans may be established and revised by the authority. Priorities shall be based on criteria established by the authority as best effectuating the purposes of the act including, without limitation, a determination by the authority of an area's need for housing for persons of low and moderate income as compared to the authority's determination of the overall housing needs of the state.
