  • (1) An internal road shall be constructed of concrete, bituminous asphalt, or, where permitted by local regulations, compacted road gravel in compliance with the guide for design of pavement structures, as published by the American association of state highway and   transportation officials (AASHTO), which is adopted by reference in  R  125.1102  of these rules.

    (2) The community developer may use other suitable  materials  of  equal quality if approved by the department.
