The administrator shall waive the initial certification fee to be charged to a mechanic trainee if the trainee presents proof that he or she has successfully completed 30 or more hours of continuing mechanic education courses given by an approved institution or approved contract center of instruction during the 5-year period immediately preceding the trainee's submission of an application for certification.
