(1) These rules do not apply to vessels required to be inspected by the United States coast guard, under 46 C.F.R. SS175.01 to 187.30, for the purposes of carrying passengers for hire.

(2) These rules shall apply to all other vessels, as defined in the act, carrying passengers for hire on waters of the state.
