  • (1) The director of the Michigan department of agriculture is charged with responsibility of the administration of these rules and is authorized to interpret their provisions and set up procedures that he or she deems necessary to carry out the intent and purposes of these rules.

    (2) These rules may be amended at any time throughout  the   year  by  the commission of agriculture upon agreement between the parties of the latest cooperative contract between the Michigan department of agriculture and the official grading agency. The amendments shall be made by means of a special committee. The members of the special committee shall consist of persons appointed by the official grading agency to represent its interests in the contract and the director of the Michigan department of agriculture who represents the commission of agriculture, and who represents the department's interest in the contract. Amendments shall be promulgated under  Act No.306 of the Public Acts of 1969, as amended, being §24.201 et seq. of the Michigan Compiled Laws.
