Seed potatoes, except those shipped in bulk, when sold shall be packed in new, clean, unused containers and sealed as required by the certifying agency and approved by the director of agriculture. Containers for bulk shipment shall be properly cleaned. A certificate for bulk shipment issued by the certifying agency

shall accompany each shipment in bulk. Seed potatoes for foreign export shall be packaged to comply with the requirements of the importing country.
