An electrical, mechanical, or other device shall not be used for the purpose of stimulating or depressing an animal or affecting his speed or ability in a race. A person shall not have such a device in his possession where state funds are used for any portion of the purses offered. However, an ordinary whip may be used in a registered light horse race.
