The director of conservation may amend or suspend any trawling permit so as to restrict or prohibit trawling in waters where species of fish, other than those authorized to be taken, are caught or killed, and may revoke the permit of any trawler who fails to abide by the terms and conditions of his permit. All trawling permits shall expire on December 31 following date of issue unless sooner revoked.
