All new dry cleaning establishments shall comply with applicable requirements of local governmental authorities. The owner or operator of a dry cleaning establishment shall provide written evidence of this compliance on forms provided by the department. The written evidence shall accompany the plans and specifications submitted to the department for approval under part 2 of these rules.
