When a provisional license is issued by the department, such license shall expire on the date set forth on its face or the first anniversary of its issuance, whichever is sooner. The holder of a provisional license shall apply for a license not less than 90 days before the expiration date of the provisional license. The department may renew a provisional license 1 time only for 1 year or a shorter period if, in its discretion, the department determines that the purposes of the code will be served thereby.
