A licensee who wants to discontinue or transfer business activities or a professional practice altogether or only with respect to controlled substances shall return his or her DEA registration and any unexecuted order forms in his or her possession to the drug enforcement administration. The administrator's license shall be returned to the administrator. The transfer of controlled substances is subject to approval by the drug enforcement administration or administrator in accordance with the provisions of 21 C.F.R. S300.
