a. An application by a governmental entity for a new or renewal pharmacy, drug manufacturer's, or wholesaler's license shall designate an individual to be the licensee. That individual and the pharmacist on duty are responsible for compliance with federal and state laws regulating the distribution of drugs and the practice of pharmacy.
