  • (1) If, after investigation, the department determines that there are sufficient grounds therefor, a charge shall be issued.

    (2) If the department determines that there are insufficient grounds therefor, it shall refuse to issue a charge and shall notify the parties by registered or certified mail, return receipt requested, of  the determination and of the refusal, together with the reasons therefor, and of the claimant's right to request reconsideration by the department of the determination within 30 days from the date of mailing, in accordance with R 37.7.
