Rule 107. The order of business at all regular meetings   shall   be as follows:

(a)   ) Roll call.

(b)   Approval of minutes.

(c)   ) Public comment.

(d) Consideration of financial report.

(e)   ) Action on allowance applications.

(f) Unfinished business.

(g)   New business.

(h)   Special reports.

(i)   Public comment.

(j)   Adjournment.
