  • (1) Pleadings and other documents filed with the commission shall be legibly printed or typewritten and shall be on 1 side only of white bond paper not more than 8 ½ inches wide and 11 inches long. Pleadings and briefs shall be filed with the commission along with 1 copy, except as required by R 38.143, R 38.147 and R 38.176, signed by the attorney, appealing party, or controlling board member. The commission may waive filing of the extra copies. The proper caption and docket number shall be placed on all papers filed. The given name and surname of the party shall be set forth in the caption.

    (2)     The signature of an attorney or party, whether or not the party is represented by an attorney, constitutes a certification by the signer of all of the following:

    (a)    )  He or she has read the pleading.

    (b)        To the best of his or her knowledge, information, and belief formed after reasonable inquiry, the pleading is well-grounded in fact and is warranted by existing law or a good faith argument for the extension, modification, or reversal of existing law.

    (c)      The pleading is not interposed for any improper purpose, such as to harass or cause unnecessary delay or needless increase in the cost of the proceedings.
