After service of a copy of a notice of claim of appeal and the claim of appeal, appellee shall have 10 days within which to file and serve an answer. The answer shall contain a specific admission or denial of each material allegation of fact contained in the claim of appeal, a statement of facts upon which the appellee relies for his or her defense, and affirmative allegations to be relied on by appellee. Each paragraph contained in the answer shall be numbered to correspond with the paragraphs in the claim of appeal. An original and 6 copies of the answer shall be filed with the commission and a copy shall be served upon all other parties.
