(1) An agency shall have and follow written policies and procedures for the adoption services provided.

(2)   The policies and procedures shall cover all of the following areas:

(a)   Safeguarding rights.

(b)   Release.

(c)   Recruitment.

(d) Orientation.

(e)   Child evaluation.

(f) Placement selection.

(g)   Adoptive parent information.

(h)   Placement.

(i)   Supervision.

(j)   Adoption placement record.
