The stability of a portable conveyor shall be provided by 1 or more of the following:

(a)   Securing to a fixed object.

(b)   Use of outriggers.

(c)   A base width of not less than 1/3 the height.

(d) A base as wide as the distance from the floor to the center of gravity.
