An employer shall provide hand protection to all employees who engage in or are exposed to the hazards of emergency operations. The hand protection shall meet

the applicable requirements of NFPA 1971 “Protective Ensemble for Structural Fire Fighting,” 2007 edition, as adopted in R 408.17405.
