"Existing steam boilers," as used in this part, mean steam boilers that are in actual use, or which are installed and ready for use prior to August 10, 1917. It should not be applied to secondhand boilers, rental boilers, or to boilers that are subject to change in ownership or are to be reset, in which case the rules for new construction shall apply.
