"Existing hot water boilers," as used in this part, means hot water boilers which are in actual use, or which were installed and ready for use at the time the act became effective. It should not be applied to secondhand boilers, or to boilers that are subject to change in ownership, or are to be reset, in which case the rules for new construction should apply.
