r. A public employer group fund may request a waiver of the requirement for excess insurance. The director shall waive the requirement for excess insurance for a public employer group fund if the fund demonstrates that it has sufficient financial strength and liquidity to assure that all obligations under the act shall be promptly met without the protection of an excess insurance policy.
