Franchisors whose franchises are exempted under section 6(2)(a) or

(b) of the act shall be required, as a condition of maintenance of the exemption after confirmation thereof as required by the act, to notify the administrator, in writing, within 30 days after the occurrence of any material fact or material change affecting the franchisor.
