In addition to each of the reporting requirements set forth in R 460.20503, an operator of pipeline facilities used in the transportation of sour gas shall, at the earliest practicable moment, but not more than 8 hours following the release of any quantity of sour gas that has the potential to harm the public, give telephonic notice to the commission staff of the release.
