Every meter shall be inspected and tested, and associated device(s) shall be inspected, in the meter shop of the utility, or a meter testing facility certified by the utility, before being placed in service. The accuracy of each meter shall be certified to be within the tolerances permitted by these rules, except that the utility may rely on the certification of accuracy by the manufacturer on all new meters.
