In the event said ruling on the petition is contrary to the request of the petitioner, the petitioner shall have 30 days during which time he may request a hearing before the department of insurance in accordance with the rules previously filed with the secretary of state on December 18, 1953, pursuant to Act No. 197 of the Public Acts of 1952.
