A land owner seeking to alter or change the use of the land from those uses specified in a development rights agreement or easement shall file a request for an amendment to the agreement or easement with the holder of the development rights specifying the exact nature of the desired change and specific reasons for the change. This rule does not allow the removal of land from a development rights agreement or easement.
