When a development rights easement or an agricultural conservation easement is being acquired under section 36111b of the act and the land considered for acquisition is encumbered by a farmland development rights agreement under the act, enrollment in the development rights agreement shall not be used in determining the fair market value under section 36111b(4) of the act.
