A facility shall establish and maintain written policy, procedure, and practice that protects inmates from all of the following that would constitute a civil or criminal violation:

(a)   ) Personal abuse.

(b)   Corporal punishment.

(c)   ) Personal injury.

(d) Disease.

(e)   ) Property damage.

(f) ) Harassment.
