  • When separate pending cases involve a substantial and controlling common question of fact or law, the administrative law judge may take any of the following actions:

    (a)    Order a joint hearing on any or all of the issues noticed for hearing.

    (b)    Order consolidation of the cases.

    (c)    Issue additional orders that expedite proceedings in a cost effective manner.
