Depositions may be taken upon written authority of the department of transportation or the administrative law judge if it appears to the department of transportation or the administrative law judge that it is impracticable or impossible to obtain the evidence otherwise. Where depositions are permitted, they shall be taken according to the rules for taking depositions in civil cases in this state as provided by Michigan court rule 617.6.
