(1) An applicant that receives either a proposed decision of the medical services administration that disapproves 1 or more certificates of need or a notice of reversal by the director of the department a proposed decision that is an approval may request a hearing to demonstrate that the completed application filed by the applicant meets the requirements for approval under part 222 of of the public health code 1978 PA 368, MCL 333.22201 to 333.22260.

(2) The filing of a request for hearing shall stay issuance of a final decision during the pendency of the hearing before the hearing system.
