(1) All documents intended to be used or offered at the contested case hearing must be submitted prior to the hearing. A document submitted by an applicant more than 30 days after the date a notice of hearing is issued by the hearing system shall not be considered unless good cause for a late submission is shown.

(2) The administrative law judge shall admit the administrative record if offered into evidence at the hearing.
