Sec. 7. “Rule” means an agency regulati on, stat ement, sta nd ard, policy, ruling, or instr uction of general appli cability that implements or appli es law enforced or administered by the agency, or that prescribes the organizati on, procedu re, or practice of the agency, including the amend ment, suspension, or rescission of the law enforced or administered by the agency. Rule does not include any of the following:

(i) The designation, deletion, or revision of covered medical equip ment and covered clinical servi ces.
(ii) Certifi cate of need review sta ndards
(iii) Data reporti ng requirements and criteria for determining healt h facility viability .
(iv) Stand ards used by the depart ment of comm un ity healt h in designati ng a regional certifi cate of need review agency.
(v) The modification of the 100 licensed bed limitati on for short-term nursing care programs set fort h in section 22210 of the public healt h code, 1978 PA 368 , MCL 333 .22210 .
