(1) In the event of a change of ownership of a repair facility, a new registration and payment of a new registration fee shall be required and the facility shall not operate until its application is approved by the administrator. For purposes of this rule, "change of ownership" means a change in the ownership of a facility which is either a sole proprietorship or partnership.

(2) Corporations which have a change of 10% or more of the ownership of the corporation shall notify the administrator of the change within 30 days.
