(1) The owner of a vessel which operates on the Great Lakes and Lake St. Clair shall have aboard the vessel a marine radio-telephone which is in good working condition and a current federal communication commission radio- telephone operator's license.

(2) The owner of a vessel which operates on the Great Lakes and Lake St. Clair shall have aboard the vessel a suitable marine-type compass which is in good and serviceable condition.
