A vessel, except for an open boat and a vessel where suitable privacy enclosures are not practical, shall be equipped with 1 toilet which complies with Act No. 167 of the Public Acts of 1970, as amended, being S323.331 et seq. of the Michigan Compiled Laws, and shall be maintained in a serviceable and sanitary condition by the owner.
