When the ownership of land covered by an agreement or easement is transferred by sale or land contract, within 30 days of the date of sale or execution of the land contract, by certified letter, the seller shall advise the holder of the development rights of the new owner of the legal title in the property accompanied by a signed declaration by the new owner that he will observe all provisions of the agreement or easement and accept all responsibilities of the agreement or easement until such time as it is terminated.
